What is the subject of that email? I cannot find it. Is there data shown in the visitor log? Has it ever worked?

All visits are missing a longitude and latitude entry.

If you go to Administration => Geolocation you will see that your GeoIP installation is broken:

There is also a warning:

WARNING: ..../plugins/UserCountry/LocationProvider/GeoIp/Pecl.php(130): Warning - is_dir(): open_basedir restriction in effect. @mattab if we are able to detect such errors we should show them on the Administration overview page in Piwik 3 similar to detected system test warnings / errors like we brainstormed a while ago. Ideally we would even show it directly in the reporting UI if there are such errors, maybe.

maybe it's possible to also include
display a warning in the Locations reports and User Maps
if geoIP database is not as up to date as expected?
(these information could be easily extracted from settings, see also https://github.com/piwik/piwik/issues/10293)

because with this the shown values may be completely wrong...
(or should one open an extra issue for this?)
